Prerequisites (in Czech)
Předmět je určen především studentům magisterského studia oboru právo, u nichž se předpokládá základní znalost disciplín vyučovaných v 1.-7. semestru. Výhodou bude znalost anglického nebo německého jazyka.

Course objectives
At the end of the course, student should be able to:
- understand basic issues in public legal regulation of ICT
- analyze and solve particular problems of penal jurisdiction on the internet
- analyze and solve particular problems of eGovernment
- analyze and solve particular problems of eJustice
- analyze and solve particular problems of public-legal protection of intellectual property
- analyze and solve particular problems of cybercrime
- analyze and solve particular problems of electronic financial transactions
Syllabus
  • Concept of ICT law, basic methodology, recent problems of the public jurisdiction on the internet.
  • Concept of e-Democracy, e-Government, public information policy and its reflection by the legal order, institutional backing, basic methods and techniques of e-Governance and e-Government.
  • e-Democracy, e-Participation and e-Voting.
  • Electronic submissions and electronic delivery of documents in public administration, data mailboxes.
  • Public sector information, public registries.
  • The law of electronic communications.
  • Electronic banking, electronic money.
  • Cybercrime.
  • Regulation of competition on hi-tech markets.
  • Protection of personal data in information systems.
  • Public legal protection of copyright.
  • Use of ICT in the judiciary, electronic file, automated decision making.
  • Security of information systems, wiretapping and monitoring of communications on the internet, in telecommunications, postal secrecy and its application on the internet.
