Course objectives
The definition and methodical explanation of basic key words concerning labor market, employment, unemployment and the level of unemployment. The branches classification of occupations, occupations classification by internal classification ISCO - 88. International Labor Organisation (ILO), statistical labor yearbooks, international comparisons. The formation of unemployment and approach to unemployed people (special interest: the development of unemployment in Czechoslovakia between World Wars, the development of unemployment in Europe after the World War II.). Uneployment law No 1/1991 Sb., including accepted changes and amendments. Job agencies and their main goals, the use of geographers in job agencies, especially in the sections of 'labor market analysis'. The analysis of the structure of unemployed people by sex, age, by education, by specialisation, by the lenght of registration with a job agency (long-term unemployment). Analysis of the development and the up-to-date situation of the structure of vacancies on subdistrict levels. The content and results of labor surveys, relation to the unemployment level measured by job agencies. Active unemployment's policy, foreign approach, municipalities jobs, government support f6or the creation of jobs for handicaped groups, the rekvalification of job applicants, handicaped applicants - 'protected workshops', monitoring 'Labor market'. The synthesis of the knowledge about the labor market at districts' level, at municipalities - with - delegated - competencies level and at post-district level.
Syllabus
  • 1. Delimitation and definition of basic terms (labour market, employment, unemployment etc.), explaining the role of International Labour Organisation (ILO), Administration of employment services of Ministry of Labour and Social affairs and labour offices. 2. Legislation related to labour market with detailed explanation of Act on employment, acquaint with other acts and government regulations. 3. Statistical data, their sources, way of their acquiring in the world and the Czech Republic, data on registered unemployed and vacancies, OK Práce (information portal). 4. Labour force sample surveys in the world and the Czech Republic, use of their results in regional geographical analyses. 5. Basic and derived indexes assessing situation at the labour market (areas of different hierarchical level). 6. Assessment of labour market development including regional causes with attention to 1990 – 2001; comparison with EU countries and regions and with transitive economies of central and eastern Europe. 7. Problem population segments and their use at the labour market. 8. Long-term unemployment, assessment of regional differences in the Czech Republic (comparison with other countries). 9. Graduates and youth (comparison with other countries). 10. Disabled, legislation – employer duties, assessment of regional differences in the Czech Republic (comparison with other countries). 11. Risk population groups according to age and level of education, regional differences. 12. Foreign labour migration in the Czech Republic and other European countries. 13. Employment and its structure based on the last census results and other statistical sources.

Teaching methods
Lectures and seminars: learning process will take place in the computer room. Lectures will deal with theoretical issues, students will however be acquianted with practical examples. Students will work on seminar work on analysis and synthesis of the labour market in concrete region.
Assessment methods
test - aimed at practical application of acquired knowledge. Assessment will take into account quality of seminar work.
