- Course objectives
- The aim of the course is to acquaint students with the problems of legal regulation of media, with an emphasis on the adoption of basic legal institutes in the field. Another objective of the course is to provide students with the ability to understand the basic steps in the regulation of speech and media law in general and to understand the principles and reasons for this regulation. The aim is to provide students with the ability to use legal information and interpret legal regulations in media and production practices.
- Learning outcomes
- Student will be able to:
- Understand the basics of media law;
- to explain basic legal institutions in the field of media law;
- use relevant legal information in media practice;
- to interpret the basic legislation of the area;
- Provide reasons for individual steps in media regulation and speech. - Syllabus
- 1. Principal methods and fundamentals of media law. Media law system.
- 2. Freedom of expression.
- 3. Individual external (legal) restrictions on freedom of speech. The collision of freedom of expression with the protection of morality. Basic regulation of the conflict of freedom of expression and protection of the state. Protection of the judiciary and the limits of freedom of expression.
- 4. Protection of an individual. Individual cases of conflict of freedom of speech with the protection of an individual. Regulation of the Civil Code. Privacy protection.
- 5. The journalist and his legal status. Rights and duties of journalists. Comparison of legal regulation of journalists in the European space. Institute of Public Interest. Legal limits to investigative journalism.
- 6. Administrative law regulation of printed media. Mandatory copies. Records of periodical printing. Periodical publications of the territorial self-governing unit. Basic jurisprudence in the field of press law.
- 7. Basic administrative law institutes for regulation of radio and television broadcasting. License and registration. Content of radio and television broadcasting. Judicial practice in the field of radio and television broadcasting.
- 8. Public service broadcasting. Specifications of the legal regulation of Czech Television and Czech Radio. Case law on public service broadcasting. Czech Press Office - basic legal regulation. Principles of radio and television broadcasting in election campaigns.
- 9. Joint legal institutes of press law and broadcasting rights. Elements and principles of right of reply and rights to additional communication. The possibilities of judicial protection in the area. Protect the source and content of the information. International comparisons at the level of editorial secrets; examples of good practice.
- 10. Specifics of speech on the Internet. Problems of jurisdiction.
- 11. Legal regulation of advertising. Basic institutes of so-called advertising law.
